In a medium bowl, flake the drained tuna with fork.
Add celery, relish, mayo, mustard, dill and pepper. Mix well.
Place lettuce leaves on plates, evenly divide cabbage on the leaves and then fill with tuna mixture. Sprinkle with dried dill weed.
